Universiti Teknologi Malaysia - UTM (University of Technology, Malaysia), is the oldest public engineering and technological university in Malaysia. UTM is located both in Kuala Lumpur, the capital city of Malaysia and Johor Bahru, the southern city in Iskandar Malaysia, which is a vibrant economic corridor in the south of Peninsular Malaysia.

The university specialises in technical studies, with separate faculties for the engineering divisions such as Civil, Mechanical, Electrical, Chemical and Biomedical engineering. It also has faculties for Education, Pure Sciences, Management, and Human Resources Development. It is the country's major source of graduate engineers and similar professionals.

With over 20,000 students on campus, more than 25% of them are postgraduates. Since the 1990s, the number of foreign students, particularly from neighbouring Asian countries, the Middle East, and Africa, has been increasing, especially in postgraduate programs. UTM students and lecturers has been actively involved in many research and development (R&D) in many technologically focused academic and their innovations have been awarded many recognitions worldwide. The Ministry of Education formed an Ad Hoc committee, comprising research from Malaysian universities, to formulate a concept paper on the establishment of research universities (RUs). The content of the paper deals with their vision, missions and goals, the criteria and standard for Rus, their governance, prevision of incentives, accreditation concerns, cost implications and a viable action plan. The vision of an RU expands existing philosophies and good practices to enhance overall educations system and contribute to nation building.
